Housing is a concurrent National and Provincial competency in terms of Part A of Schedule 4, of the Constitution. Section 10 of the Housing Act, Act 107 of 1997, sets out the responsibilities of municipalities in relation to the provision of housing. The Municipality has a human settlements plan that This plan is used to facilitate and assist the Municipality to fulfil the role assigned to it in terms of the National Housing Code. The Human Settlements Department is also responsible for informal settlements.
