Electricity Services and fleet
The Electricity Services and fleet department is responsible for the purchase of bulk electricity, the distribution of electricity via its Medium Voltage network and the supply of electricity to all clients within the Municipal area of supply in compliance with NRS 047 and 048 legislation. We are also responsible for street and public spaces lighting according to National roads standards. The fleet management function is responsible for the acquisition of fleet assets, the maintenance and efficient use thereof.

Responsible for energy management with respect to the electricity and fleet function.

Responsible for the management of Small-Scale Embedded Generation and applying cost reflective tariffs all power generated by such generators.

• Purchase of bulk electricity.
• Determination of cost reflective tariffs with approval by NERSA.
• Supply of electricity to industrial, commercial, and residential premises
• Supply of electricity to informal and low-cost housing schemes
• Provision of street lighting.
• Ensure compliance by contractors to the SANS 10142 suite of standards.
• Responsible for energy management with respect to the electricity and fleet function.

Responsible for the procurement, maintenance and running of the Municipal fleet.

• We provide a 24-hour service in all Municipal supply areas.
• Area street light complaints will be attended to 24 Hours, single street light faults will be attended to on the next working day.

• How are tariffs determined?
  • Tariffs are based on the actual cost to serve and then submitted to NERSA for approval to ensure it is fair and falls within their benchmarks.
• Where does the Municipality buy their bulk electricity?
  • Our electricity is currently sourced solely from Eskom
• Is there a Small-Scale Embedded Generation policy in the Municipality?
  • Yes, we have a policy, and we compensate residents for their generation into our grid and have had NERSA approved tariffs since the 2017/18 financial year
• Can we have a second connection on one property?
  • Yes, you may, although there will only be one supply cable to your property and the total capacity between the two connections may not exceed 70A
• Where do we address account enquiries?
  • Account enquiries must be addressed to the financial department as they are responsible for meter reading and billing.
• Where do we address complaints and requests?
  • All complaints and requests can be loaded on the Municipal App, reported to 028 425 5500 as a 24 Hours service for electricity outages, or elec@capeagulhas.gov.za, stevec@capeagulhas.gov.za and esmarec@capeagulhas.gov.za for all requests and non-outage related complaints.

• What is the responsibility of the Municipality with respect to the metering installation?
  • The Municipality is responsible for the cable installation to the property boundary, the cable within the resident’s property is their responsibility
  • The prepaid meter is the responsibility of the Municipality, but the ready board or Distribution Board and internal wiring is the responsibility of the owner
  • The conventional meter and circuit breaker located on the exterior wall of the house is the property of the Municipality, but the meter enclosure is the property and responsibility of the owner.
