Requirements:

• A relevant 3 year tertiary qualification, preferably a National Diploma or B Com with financial accounting as a major subject.
• Computer literacy: MS Office
• 6-8 years or more relevant experience covering all aspects of the relevant financial process and the management of financial information or having gained specialist experience in a finance discipline.
• The management and reporting requirements associated with this post requires in depth application of the principles, systems and regulations associated with specific acts of Local Government and broader financial regulations.

Functions:

• Accountable for all outcomes associated with Revenue Management and is authorized to take decisions on operational issues within the ambit of departmental policy and procedures and laws regulating action in cases of non-compliance.
• Must ensure that all Revenue policies, procedures and strategies are in line with relevant legislative and statutory rules, regulations and prescriptions.
• Manage the Revenue Section in terms of financial and operational delegated powers.
• Responsible for the enforcement of all council policies on Revenue and related procedures.
• Approval of appointments, organizational structure and new policies must be reported to council for approval.
• Management of resources allocated to the Department in line with Council policies.
• Act independently with reference to the Line Manager and in terms of the following legislations and regulations: -
  • All policies, procedures and strategies in line with legislative and statutory rules, regulations and Municipal by-laws
  • Municipal Systems Act, Municipal Structures Act, Employment Equity Acct, Skills Development Act, BCOE, LRA SALGA guidelines, etc.
  • Any other legislation that has a bearing in local government and human resources
  • All applicable Council Policy, Procedural Imperative, Administrative processes and procedures
  • NEMA Act and MFMA

Remuneration: T16

(R592 489.68 – R 769 075.08) per annum plus, a motor vehicle allowance and other normal fringe benefits.

• 'n Toepaslike 3 jaar tersiêre kwalifikasie, verkieslik 'n Nasionale Diploma of B Com met finansiële rekeningkunde as hoofvak
• Rekenaargeletterdheid: MS Office
• 6-8 jaar of meer relevante ondervinding wat alle aspekte van die relevante finansiële proses en die bestuur van finansiële inligting dek of spesialisondervinding in 'n finansiële dissipline opgedoen het
• Die bestuurs- en verslagdoeningsvereistes wat met hierdie pos geassosieer word, vereis 'n diepgaande toepassing van die beginsels, stelsels en regulasies wat verband hou met spesifieke handelinge van Plaaslike Regering en breër finansiële regulasies.

Funksies:

• Verantwoordbaar vir alle uitkomste wat met Inkomstebestuur geassosieer word en is gemagtig om besluite oor operasionele kwessies te neem binne die bestek van departementele beleid en prosedures en wette wat optrede reguleer in gevalle van nie-nakoming.
• Moet verseker dat alle Inkomstebeleide, prosedures en strategieë in lyn is met relevante wetgewende en statutêre reëls, regulasies en voorskrifte.
• Bestuur die Inkomste-afdeling in terme van finansiële en operasionele gedelegeerde magte.
• Verantwoordelik vir die afdwinging van alle raadsbeleide oor inkomste en verwante prosedures.
• Goedkeuring van aanstellings, organisasiestruktuur en nuwe beleide moet aan die raad gerapporteer word vir goedkeuring.
• Bestuur van hulpbronne wat aan die Departement toegewys is in ooreenstemming met die Raad se beleid.
• Tree onafhanklik op met verwysing na die Lynbestuurder en ingevolge die volgende wetgewing en regulasies: -
  • Alle beleide, prosedures en strategieë in ooreenstemming met wetgewende en statutêre reëls, regulasies en munisipale verordeninge.
  • Wet op Munisipale Stelsels, Wet op Munisipale Strukture, Wet op Gelyke Indiensneming, Wet op Vaardigheidsontwikkeling, BCOE, LRA SALGA riglyne, ens.
  • Enige ander wetgewing wat 'n invloed het op plaaslike regering en menslike hulpbronne.
  • Alle toepaslike Raadsbeleid, Proseduele Imperatief, Administratiewe prosesse en prosedures.
  • NEMA-wet en MFMA

Vergoeding: T16

(R592 489.68 – R 769 075.08) per jaar plus ’n vervoer toelaag en ander normale byvoordele.
