Salary: R 913 969.00 (Minimum) Remote allowance- 7% of total annual remuneration package
Remuneration: All-inclusive annual remuneration as per Government Notice 4897 of Local Government Gazette 50737, 30 May 2024: Upper Limit of total remuneration packages payable to Managers directly accountable to Municipal Managers.
The post is subject to a permanent Contract of Employment as well as acceptable conduct and performance during the employment.
The successful candidate will effectively manage the Corporate Services of the municipality inter alia, Administrative support services; Human Resource Management; Information & Communications Technology & Customer Relations Management and Strategic Management in order to ensure that the directorate is productive, effective and efficient and that strategic goals and plans are set and achieved within the area of responsibility.
Minimum Requirements: ● A Bachelor Degree in Public Administration / Management Science / Law, or equivalent ● Minimum of Five (5) years’ Experience at middle management level ● Have proven successful management experience in administration • Meet the required core competencies as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014 ● Compliance in terms of the Financial and Supply chain management competency areas in terms of Government Notice R493 as published in Government Gazette no 29967 of 15 June 2007 (municipalities were granted exemption from regulation 15 and 18 of Government Gazette 29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months of date of employment ) • Ability to be an innovative and strategic leader ● Excellent facilitation and communication skills in at least two of the three official languages of the Western Cape ● A Code B driver’s license and NO criminal record.
Competencies: The competencies as described in Government Notice No 21, Government Gazette No 37245 of 2014 and amended by Government Notice 1146, Government Gazette No 41996 of 2018 are essential and include among others, the following: Leadership: Strategic direction and Leadership • People Management • Programme and Project Management • Financial Management • Change Leadership • Governance Leadership • Core Managerial and Occupational Competencies: Moral Competence • Planning and Organising • Analysis and Innovation • Knowledge and Information Management • Communication • Results and quality focus.
Knowledge: ● Good knowledge and understanding of relevant policy and legislation ● Good knowledge and understanding of institutional governance systems ● Proven successful management experience in administration ● Good knowledge of Corporate Support Services, including Human Resources, Legal Services, Council Committee Support Services, Registry and Office Auxiliary Services, Communications and Customer Relations management, Enterprise Risk Management, Performance Management ● Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) ● Good Governance ● Labour Relations Act, and other labour related prescripts ● Legal background and Human Resource Management ● Knowledge of coordination and oversight of all specialized support functions ● Knowledge of local government environment, excellent communication and negotiating skills at all levels of local government ● Good skills in conflict resolution, problem solving and ability to be decisive
Key Performance Areas: • Provide administrative support services to the institution to facilitate proficient administrative practices and procedures• Render human resources management and support services to the municipality that will sustain the optimum utilisation of the municipality’s human capital• Provide effective and efficient information and communication technology service and customer care management• Manage, coordinate and evaluate the improvement of strategic management processes and legal services • Render management and line function executive support services to the directorate and divisions
