CALL FOR PROPOSALS: FOOD SECURITY SOUP KITCHEN SUPPORT PROGRAMME 2026/2027

The Cape Agulhas Municipality hereby invites eligible Non-Governmental Organisations (NGOs), Non-Profit Organisations (NPOs), Community-Based Organisations (CBOs), and Nutrition Centres operating within the municipal area to submit proposals for consideration under the Food Security Soup Kitchen Support Programme for the 2026/2027 financial year.

The programme is intended to strengthen food security by supporting community-based organisations that provide nutritious meals to vulnerable individuals and households within the Cape Agulhas municipal area. Through this initiative, the Municipality aims to improve access to food, promote community well-being, and strengthen partnerships with civil society organisations addressing food insecurity.

Programme Objectives
The programme seeks to:
• Support compliant and operational soup kitchens that demonstrate the capacity to provide regular, safe, and nutritious meals to vulnerable communities.
• Strengthen collaboration between the Municipality and community organisations working in the field of food security.
• Promote sustainable, community-driven nutrition initiatives aligned with the Cape Agulhas Municipality’s Integrated Development Plan (IDP).

Eligibility Criteria
Applicants must:
• Be a registered NGO, NPO, CBO, or Nutrition Centre operating within the Cape Agulhas Municipal area.
• Demonstrate experience in implementing food relief or nutrition-related programmes.
• Have appropriate governance structures and sound financial management systems.
• Not currently be contracted to provide goods or services to the Municipality, as this funding is administered as a Grant-in-Aid in terms of Section 67 of the Municipal Finance Management Act and does not constitute a procurement process.
• Comply with the Municipal Finance Management Act (MFMA) and all other applicable legislation.

Required Supporting Documents
Applicants are required to submit the following:

1. Organisation profile, including registration certificate and founding documents (NPO, NPC, Trust, or other applicable registration).
2. Latest audited or independently reviewed Annual Financial Statements.
3. A detailed project proposal containing:
   o Project objectives;
   o Target beneficiaries;
   o Project duration;
   o Implementation plan.
4. Valid Tax Clearance Certificate or proof of tax exemption.
5. Proof that the organisation operates within the Cape Agulhas Municipal area.
6. Municipal Declaration of Interest Form (where applicable).
7. Signed declaration confirming that the organisation is not currently providing procured goods or services to the Municipality under contract.
   

Submission of Proposals

Completed proposals, clearly marked:

must be placed in the tender box at:

Proposals must be received no later than 12:00 on Monday, 31 August 2026, after which submissions will be opened in public.

Important Information
• This invitation is not a procurement process. Funding is provided as a Grant-in-Aid and no goods or services may be rendered to the Municipality in exchange for funding.
• All applications will be evaluated in accordance with the Municipality’s Grant-in-Aid Policy, the Municipal Finance Management Act (MFMA), Section 67 transfer requirements, and the availability of funds.
• Funding remains subject to approval of the Cape Agulhas Municipality’s 2026/7 Annual Budget by Council.
• Only shortlisted and/or successful applicants will be contacted.
• Successful applicants may be required to attend a compulsory compliance and grant management workshop before any funds are disbursed.
