
INVITATION TO APPLY TO SERVE AS THE EXTERNAL INDEPENDENT CHAIRPERSON OF THE CAPE AGULHAS MUNICIPALITY FRAUD AND RISK MANAGEMENT COMMITTEE (FARMCO)
Cape Agulhas Municipality invites suitably qualified and experienced persons to apply for appointment as the Independent Chairperson of the Fraud and Risk Management Committee (FARMCO) for a period of three (3) years, commencing on a date to be determined by the Municipality.
GOVERNANCE AND LEGISLATIVE MANDATE
FARMCO is an advisory committee established by the Municipal Manager in accordance with the Local Government Risk Management Framework. The successful candidate will provide independent strategic advice and guidance to the Accounting Officer on Enterprise Risk Management, Fraud Prevention, Business Continuity and the risk management contribution to Combined Assurance. This will support the Accounting Officer in fulfilling the responsibilities in terms of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003) while recognising the statutory oversight responsibilities of the Audit Committee under section 166 of the MFMA.
KEY RESPONSIBILITIES
MINIMUM REQUIREMENTS
Applicants must possess:
At least eight (8) years’ relevant experience, of which a substantial portion must have been at senior management, executive, specialist or governance-advisory level, in strategic management, risk management and/or Internal/External Auditing,forensic services, governance, or public-sector oversight.

TERM OF APPOINTMENT
The appointment will be for a period of three (3) years. FARMCO meets at least five (5) times per annum. Additional meetings may be convened by the Chairperson or the Accounting Officer as required.
REMUNERATION
Remuneration will be in accordance with the tariffs determined annually by the National Treasury for members of municipal oversight committees. Reimbursement of approved travel and related expenses will be in accordance with the Municipality’s applicable policies and National Treasury guidelines.
