CALL FOR PROPOSALS: FOOD SECURITY SOUP KITCHEN SUPPORT PROGRAMME 2025/2026

The Cape Agulhas Municipality invites eligible Non-Governmental Organisations (NGOs), Non-Profit Organisations (NPOs), Community-Based Organisations (CBOs), and Nutrition Centres operating within its jurisdiction to submit proposals for support under the Food Security Soup Kitchen Support Programme for the 2025/2026 financial year.

This programme aims to enhance food security and providing nutritional support to vulnerable communities within Cape Agulhas municipal area, particularly during periods of heightened socio-economic need.

Programme objectives:

• To support compliant and operational soup kitchens that demonstrate the capacity to deliver regular, safe, and nutritious meals to vulnerable groups.
• To strengthen collaborative partnerships between the municipality and civil society organisations focused on food security.
• To promote sustainable, community-led nutrition initiatives aligned with the Cape Agulhas Integrated Development Plan (IDP).

Eligibility Criteria:

Applicants must:

• Be a registered NGO, NPO, CBO, or Nutrition Centre operating within the Cape Agulhas municipal boundary.
• Demonstrate active experience in food relief or nutrition-related services.
• Have appropriate governance structures and financial management systems in place.
• Not be contracted to provide goods or services to the municipality (Section 67 transfers do not apply to procurement).
• Comply with the requirements of the Municipal Finance Management Act (MFMA) and other relevant legislation.

Required Documents:

Applicants must submit the following:

1. Organisation profile, including founding documents and registration certificate (e.g., NPO, NPC, Trust).

2. Most recent annual financial statements (audited or independently reviewed).

3. Project proposal, detailing:

3.2 Target beneficiaries

3.3 Project duration

3.4 Implementation plan

4. Tax clearance certificate or proof of tax exemption.

5. Proof of physical operation within the Cape Agulhas municipal boundary.

6. Municipal Declaration of Interest Form (if applicable).

7. Signed compliance declaration confirming the organisation does not currently provide procured goods/services to the municipality under contract.

Submission Method: Sealed proposals marked “FOOD SECURITY SOUP KITCHEN SUPPORT PROGRAMME 2025/26 – NGO PROPOSAL” should be placed in the tender box at the Municipal Offices, 1 Dirkie Uys Street, Bredasdorp or posted to reach the Municipal Manager, Cape Agulhas Municipality, PO Box 51, Bredasdorp, 7280 not later than 12:00 on Friday, 20 February 2026 after which it will be opened in public.

Important notes:

• This is not a procurement process. No goods or services may be rendered to the municipality in exchange for funding.
• All proposals will be evaluated in accordance with the Grant-in-Aid Policy and MFMA, Section 67 transfer policy, and municipal budget availability.
• Funding is subject to Council approval of the 2025/26 municipal budget.
• Only shortlisted or successful applicants will be contacted.
• Participation in a compulsory training and compliance workshop may be required before disbursement.
• Organizations which have already applied under the initial advertisement are not required to reapply, as their applications remain valid and will continue to be considered. The re-advertisement is intended only to allow organizations that did not apply previously an opportunity to submit applications.
