POSITION : Director of Infrastructure Services

SALARY : R846 307 (Minimum) R950 907 (Midpoint) RI 040 327.00 (Maximum)

 

Remuneration: All-inclusive annual remuneration as per Government Notice 351 of Local Government Gazette 43122, 20 March 2022: Upper Limit of total remuneration packages payable to Managers directly accountable to Municipal Managers: An annual total package below:

 

Minimum requirements: • A Bachelor of Science degree in Engineering, BTech Engineering or equivalent • A valid Code B driver's licence o SA citizenship e A minimum of 5 years' experience at Senior Management level in the following focus areas: Civil Engineering Services; Roads and Storm Water; Water and Sewerage; Electrical Services; Project Management; Infrastructure and Development Planning; Roads; Roads Engineering; and Strategic Management • Compliance with the MFMA: Minimum Competency Levels in unit standards as per Government Notice No 29967 of June 2007 and Government Notice No 21, Gazette 37245 of 17 January 2014. A person who does not meet the minimum competency levels in unit standards will be given an opportunity to attain the minimum competency levels within 18 months of date of appointment • Registration with the Engineering Council of South Africa (ECSA) as PrEng in terms of the Engineering Profession of South Africa Act, 46 of 2000.

• Responsibilities: • Report directly to the Municipal Manager • Manage the Infrastructure Services

Department • Support and advise the Municipal Manager and the Council • Provide technical/engineering services to the community • Manage water, electricity, sanitation, solid waste, roads and storm water • Develop plans and programmes for infrastructural service within the municipal area in line with IDP objectives • Manage operations, maintenance, planning and administration of electricity, water, sanitation, solid waste, roads and storm-water networks • Manage complex civil infrastructure projects from conceptualisation, design, contract management, quality assurance and compliance, and ensure their proper integration to the IDP

• Perform financial monitoring through commissioning, operations and maintenance to ensure effective and efficient functioning of the Department within the budgetary constraints of the Municipality • Manage all infrastructure grant funds allocated to the Municipality • Oversee the management of all equipment and capital resources to ensure accountability by the Department

• Manage and source all the Department's contracts and tenders according to the approved SLAs, Council requirements and procurement policy • Ensure adherence to the SLAS terms of reference, letter of appointment and contracted project time lines as per project time lines and as per project brief • Ensure provision and management of a potable water supply, electricity, sanitation, solid waste, roads and storm water in the areas of the Municipality's jurisdiction, according to national guidelines.
